Add preference for JPG quality on device sync

This isn't a huge deal, but I can see the JPG artifacts on my synched album art with the very nice OLED screen on my Cowon S9. I know many people wouldn't care and would prefer a smaller filesize, so a preference would seem like the best solution. Even so, at small resolutions (272px for me) a bump in quality would result in only a very small increment in file size.

i hadnt noticed how low the quality was with the default encoding (75%) - for now i have bumped it to 85% and will include a device artwork preference at a later date

edit: i've included the 85% setting in the latest update on the 1.1 beta topic i just posted
