I'm interested in having Windows 95/Windows XP themed skins made to match my desktop, taskbar, and start menu. Ideally, I would like to have the UI match the taskbar/start menu or have the colors match, or both if possible. Whichever option is better or easier to do is fine with me. I would attempt to make one myself, but I don't feel confident I could properly understand how to do so. Thank you, if you're willing to do this.

Here are a couple screenshots of my desktop with Windows 95 theme (I use RetroBar and Open Shell for the taskbar and start menu):

And here's the Windows XP theme:

And here is what I can find on the colors (may not be completely accurate to the original OS colors):

Windows XP: https://www.schemecolor.com/windows-xp-color-scheme.php

Just going to embed your images here so that people can get a feel of the colour scheme at first glance.

I have thought about making a custom skin based on Windows XP or Windows 95, but I don't think I'll be able to understand how to do it myself...
A few years ago, I didn't know jack about skinning either.
This was all that I needed to find my way around: Sample Skin. Give it a shot, it's more rewarding.
I already spend hours on end on social media. Might as well spare a few of those to a greater purpose here.

I think that (years ago) I briefly considered if it would be fun to create a retro-Windows skin.
But when looking at how those old Windows panels and buttons looked, I quickly realised that I would not be able to create something that looked authentic enough.

Especially the '3D' depth effects that you can see in below screenshot that make older Windows panels so recognisable can not be replicated in MusicBee skins:

So I gave up on the idea and never gave it a shot.

Yeah, I figured it might be the case. The Chameleon DNA skin (that you created?) seems like it would work, though. I just need help figuring out what changes what, since I have a hard time telling the difference with some elements when I tried changing their colors.
