If I wanted a custom skin made, how and where would I go about requesting one?

I have thought about making a custom skin based on Windows XP or Windows 95, but I don't think I'll be able to understand how to do it myself. So I want to learn what I can do to request a custom skin be made.

I think an option would be to create a post in the Developer's > Skins board.
Give it a title something like 'Request: A new Windows 95/XP skin' and explain what you would like, perhaps including some screenshots to give some impressions.
