so strange, after months of everything working fine, suddenly any newly created playlists are not syncing to my phone. syncing with a USB cord used to load up any newly created playlists.

the new playlist(s) are checked to sync. Musicbee shows that the playlist sync'd (complete). but there is not new playlist in Poweramp.

Check MB's path to the Samsung playlists in Preferences > Devices > Configure > Settings > playlist storage.

Make sure the path displayed is the path where the playlists are actually going.

Remember that a playlist is only a text file that points to the actual location of the music file. So you might want to check if the music files referenced in the playlist were sync'd over.
Download the latest MusicBee v3.5 or 3.6 patch from here.
Unzip into your MusicBee directory and overwrite existing files.
