The time in the "saved settings" snapshots is in 12h instead of 24h format

The following is not really a bug at all, but rather a really minor issue that can still cause some confusion.

When you save settings (Edit | Saved Settings | Save Settings Snapshot) the result snapshot file timestamp is in 12h instead of 24h. e.g.:
Settings 2023-Dec-30 1026.ini  where it should be:
Settings 2023-Dec-30 2226.ini  instead.
