Do you have an existing library to move? If so, then yes. The library needs to be in a shared network folder. It doesn't need to actually move if the folder where it is located is shared on the network. You can just "move" it from using the local reference (eg. C:\Musicbeelibrary\MusicBeeLibrary.mbl to \\DESKTOP\Musicbeelibrary\MusicBeeLibrary.mbl).
If not, I'm not sure what you'd use move library on, so I'm guessing you already do. If so, then creating a new folder in step 2 was unnecessary. The guide assumes a fresh setup, not an existing one.
The main takeaway for all of it is that everything - your music files, your library folder and files, the location in preferences for playlists, artist pictures and soundtrack pictures, the links for any external programs, and the program itself must be called from their network address at all times for this to work without difficulty.
