How to change MPEG files to MP3 or Wav?  My MPEG files do not play music.

By MPEG files, do you mean mpg video files?

File says MPEG. 

When using the convert tool I get a ¨Failed- Unable to open¨ message in the same widow that shows the song title.

On second thought, I might not have been clear enough there.
What I mean is...you can upload the *.mpeg file on that website. (a file of that extension is supposed to be a video file like @sveakul stated)
Afterwards, copy the link to that uploaded file and paste it here on this thread.

Oh that's an mp3 file (but I do see where you got the mpeg from).

But before all that...did you try rescanning the files?
I'm noticing in your screenshot that there's a lot that's not right with the track properties of the song.
Select the file -> right-click -> send to -> file rescan

It's no longer available. Upload it again but this time, set the 'expiration time' to 2 or 3 days.

After the rescan, are the track properties still the same? (0:00 for duration and unknown sample rate, bitrate, channel and encoding)

The file didn't make it to the link.  It may be easier for you just to run the affected file through MediaInfo (https://mediaarea.net/en/MediaInfo) and post the text results here.  This will tell us if the supposed "mp3" is actually a different codec hiding in an MPEG wrapper.  You could also check the files with Mp3diags and/or Mp3val (Google 'em).

Smells like corrupted files.
You could run them through MP3Diags to see if they are perhaps repairable.
