Are the "Artists" and "Albums" highlighted in the image above translatable?

yes, they should already be in the 3.1 localisation file.

I just noticed an untranslated yet quite visible string (3.1 RC4 with French locale) :

I can't find "Album Covers" anywhere in the source localization file I have locally.
Have I missed anything?

The tag has been introduced in version 3.0: #Main.msg.AlbumCov#

Ok, so it seems that the French.lnc file part of the 3.1 RC4 distribution is not par with the last one I submitted on Aug 28th (link below), because the tag reads correctly there: "#Main.msg.AlbumCov#   Albums" (and it is displayed in Musicbee as well, of course)

With the official French locale, it still displays "Album Covers" with the French locale.

yes it was a bug in the binary file generator that is very specific to that field. I have re-uploaded the binary file and it will be included in the final release

Just a detail and a small strange thing regarding #Main.msg.MBLLFoToL#

On the official French version, it leads to the Localisation home page. That's not completely false and the user can still find the French thread on that page. Yet, in my translation file, there was the URL the Russian thread (my mistake), and not the Localisation home page's URL itself.

Actually, it should take the user to the French thread, as in the translation file I just have updated below:

thats in v3.2 and no translation file is available as yet
