$Date function changing lowercase "mm" to capital "MM"

I was trying to change the date filed as "yyyy-MM-dd, hh:mm:ss" on a virtual tag, however after configuring it and hitting save it changes the lower case "mm" to upper case "MM" which makes the tag be formatted as hour:month.
