Enabled "use custom background image:" and "Artwork" > "Small Picture".

Small Artwork remains for albums without an Artwork:

I am afraid I dont understand the point you are making or see whats wrong

I think the OP is expecting the background image to replace the space where the album artwork would be even if there is no album artwork. Which can be done, nor do I think it -should- be done. The screenshot shows what I would expect in the case of no artwork. What appears can be thought of a 'placeholder' for the missing art.
Download the latest MusicBee v3.5 or 3.6 patch from here.
Unzip into your MusicBee directory and overwrite existing files.

I think he's showing that the art for the album with art at the left is being shown in the thumbnails at the right for the tracks of albums with no art. 

I could be wrong.

But I don't think you are. Looking at the GIF, no matter which album he's hovering over, the artwork on the tracks view on the right shows the album that -has- artwork. Sure looks like a bug.

in that case, for Chopin-Tom 1_1 can you post a screenshot of the tag editor/ artwork tab for the first track
and also confirm that for the other tracks they really are missing or not
