Multiple monitors create dynamic resize windows?

So I have 2 monitors, the left one's a 24" the right one's a 27".  Both are Samsung 4k monitors, configured identically.  If I run MB in the bigger monitor, all is well, but if I run it in the other monitor, it changes size, zooms in, and then I can't rip CDs.  The CD rip window never appears, and if I edit tracks, the editor appears in the lower right of the bigger monitor.
