LastFM error code 29

"Rate Limit Exceded - Your IP has made too many requests in a short period, exceeding our API guidelines"

I put a heart on 2 songs and got that error code.

...and goes on to say "This application has made too many requests in a short period of time."

This is clearly a problem with MusicBee as it being the "application" making the requests.

How can I fix the problem?

Started getting the error again today, seems to fix itself after some time.

You will continue getting the error occasionally.  Last.fm is limiting MB (along with every other third party app).  Search the forum, it's already being discussed.
