I am new to MB and have windows 8.2.

1. How do I import music files to MB?

2. In iTunes, my song volumes often differ significantly, and annoyingly, from one another.
How do I turn sound leveling on in MB, and how well does it work at leveling volumes?
Also, does it degrade sound quality?

Assuming you managed to get past item 1.) ?

2.) - I-Toons uses Soundcheck to attempt to level volumes, MB uses the industry standard Track Gain and Album Gain.
Ensure these fields are available in your Track List view and select those tracks that have no value  - then from the MB Menu > Tools > Analyse Volume...

You really should spend some time on http://musicbee.wikia.com/. Especially the "Essentials" section.  It's a good overview to get you up and running and will answer most of these very basic questions.

Just throwing this in for completeness sake, you can also choose to add individual files of your choice as opposed to the "Scan Folders for New Files" File menu option by choosing the "Add Files to Library" option just above it.  As the Wiki mentions, any folder you insert into the "monitored folders" box in Preferences will have new files in it automatically added to your library.

Keep in mind that your "Library" does not mean some specified folder, but whatever files at ANY location that have been actually "added" to the Library, either at first run creation or afterwards, by the methods described.  It took me "a few seconds" to grasp that initially :-[   Nothing is physically moved anywhere, unless you choose to invoke the "auto-organize media files", which is not a choice to be taken without a good read-up on exactly what occurs.
