Could this whole green outlined area be made receptacle to the mouse scroll wheel?

Ok, but f.y.i., the scrollwheel already works on my system on the scrollbar.

But it does three lines, and not one, such as the Custom Tags panel in Preferences is behaving. (which as a whole is an example of how it works very well)
