Why, when I tell an auto playlist to limit to 1000 files (selected by least recently played) do I get about 950 instead?

the most obvious being there is some filter (library filter, the filtering criteria, etc) which is limiting the available files
do you have any files in the "Remove Files" list
maybe "filter out duplicates" (although if that was the case then its probably a bug)

trying myself its all fine for me

No to all of the above.

Without the limit, the playlist has 5,532 files.  If I add "limit to 1000" selected by "least often played" (changed that bit), it has 951 files.

If I tick "filter duplicates" it goes UP to 976 files.

I think I too have seen that behavior before, but can't reproduce it for now.
How about trying another source, rule, and select-by option to see if that persists?
