I want to sync my entire library, including my playlists, to my phone. However, when I try to sync the playlists it also adds copies of the actual music files instead of just the m3u8 file. This creates dupilicates (and even more if the song is on more than one playlist) on my phone and I simply don't have the storage space to afford that. Is there anyway to sync just the playlist file itself and refer to the tracks in my library instead of creating copies of the music files for each playlist?

Hi, welcome to the forum.

The only way you should be getting duplicates when syncing is you have the "folder for each playlist" option ticked.  If you're not using that setting, can you post a screenshot of your sync settings?
