Tool request - cue file generation

A lot (if not most) of the digital files I have don't have an associated cue sheet.  It would be fantastic if there was a tool that would create a cue sheets out of the files in a folder.  I've looked for an alternative solution, but haven't found one.

The point of a CUE sheet is to have a single audio file that contains multiple tracks.
Why/how would a CUE sheet refer to multiple files?
