I've been playing around with the Device Sync Settings On the fly conversion. What I am trying to do is get it to convert my music to a lower bitrate when syncing to my SD card. But i can not get it to convert to the bit rate i want. What should it look like ?

That looks correct to me.   The "small file size" encoding profile will convert to 96k.  If you're trying to get it to 128k, you can either change the parameters in Preferences > File Converters (just change 96 to 128 under Small File Size), or use "portable device listening" profile, which is a variable bitrate setting that will probably be close to what you want.

I changed it to 128 in the settings but none of the music converts. A few get weird bit rates like 136  :-\
