Change tag order in Tag Inspector

Many of my tag rely on a specific order, sometime for simple consistency but sometimes in order for them to work correctly with Virtual Tags, grouping, etc.  If I need to standardize tags across different songs, I can easily change *which* tags are present in Tag Inspector, but I have to go back and manually check that they're in the correct order afterward.  It would be really helpful if Tag Inspector would allow me to set the order the tags should be saved to the file in.

Example: I use Location as a grouping header, and it will break the grouping if some files have Michigan; USA and others have USA; Michigan.
