Command to Restore Library from backup

I need a command to restore library from backup (including an option to restore only database and library settings - actually I need to restore only tag cache).

I know I can manually restore library, but this is not convenient (I can manually backup library too, but MB has a command to do backup in a simple way).

And a second related request is to add a command to flush MB tag cache to files (after restoring database from backup).

This may be useful if someone is planning to massively edit tags and want to have ability to undo changes.

this is something that could be fairly easily achieved with the existing plugin api
