Using a FAQ in place of UX is product design failure

While his question was answered technically accurately, it doesn't address in spirit what the OP is trying to ask.

  The dev teams know there is a requirement but cannot fulfill it due to legal reasons.  The end user can fulfill the requirement.  However, the missing piece is that the product fails to instruct the user and give them the necessary steps to satisfy the requirement.   I have seen other products address this in product UI help that says, "OH BTW, you need to install this (here is the link).  We can't because the lawyers say so."

I removed the MBL and BAK files, restarted and created a new library.   Those missing files seem to be there now (need to audit the rest!).   Oddly, the old library seemed to think I had 16,000+ files while the new one has around 9,000 files.  Windows shows that I have about 11,000 files in my folder, but some of those files will be album JPGs.

Is there some reason you don't just go ahead and create a new library, and so eliminating corruption in the existing *mbl file as a possible cause??  Be sure to delete the existing *mbl file(s) first to avoid confusion.

No
Pick one of the shortest files that you know is missing from the MB library and share it here for evaluation purposes. Something is defintiely not making any sense here. MB doesn't choose what tracks it likes and what it doesn't. Let some of the users here confirm with an actual file so we can stop guessing what might be the issue.

If I click on Send to Inbox, it says the file is a duplicate.

This part has been stuck in my mind ever since you said it. Do you have "mark and send duplicates to the inbox" selected under Library preferences? (And are these tracks duplicated elsewhere in your library, such as on another album?)

Yes, I have this turned on.   I do have versions of the same song, ableit not the same file e.g. a live version and a studio.  The filename and artist may be tagged the same though, although the album would be different.

It doesn't show the file in the library.   

I'll ask the question differently - how do I fix a broken Library database?  Removing and adding a folder doesn't seem to do it.

If I click on "Send to", Music Library is greyed out.
What happens if you right-click (on this file in the computer node) > Search > Locate In Library
It opens the list of all MP3 in my library.  (it is not in the list though)

When I try to add a file that is missing to the library I receive No confirmation, no pop-up, nothing.   
They are not in the Inbox. 

Musicbee will happily play MP3 files from the filesystem that are not part of the library, which is what it appears to be doing. 

This does feel like some sort of database/filesystem scan issue.
