Titles of .mp4 and .mkv video are displayed by using file names but titles of .webm files are not displayed.

i cannot reproduce this or see any reason for .webm files to be treated differently. Perhaps try updating to the latest patch version

unzip and replace the existing musicbee application files

Hmm.... I updated but the problem is not solved.
On bottom of window and track information panel, a title is displayed(before updating, too).
Only on playlists, titles are not displayed.

I found this problem happens only for .webm files added to the library after https://getmusicbee.com/patches/MusicBee35_Patched.zip (on October 1st) is applied.

It would be more helpful if you stated the version number since the link you provided is the same link for every single 3.5 patch Steven issues. What you downloaded on October 1 is not the same patch as what you downloaded today. And giving the date downloaded doesn't help either because the patch could've been available for days before you downloaded.
Download the latest MusicBee v3.5 or 3.6 patch from here.
Unzip into your MusicBee directory and overwrite existing files.

I removed .webm files from library by moving them from "monitored folders" to the other folder, and then I moved them to "monitored folders" again, titles are displayed.
I don't know the reason but the problem is solved.
However, I worries rating information of .webm files are cleared after they are removed from library once.
