anyway to make an addon that can check your music collection with a 3rd party website and tell you songs/albums that you dont have per artist? maybe rateyourmusic.com?

If you actually want to make one, check out the developer's area. If you're just looking for something to do that, try the Music Explorer. You could also try looking up your albums with the auto-tag by album feature. It should load the complete album from musicbrainz or discogs (if you have the discogs plugin installed) so you can see what might be missing. It won't be by artist, though.
