No, as he can choose 48 kHz only, this is the only sample rate supported by the audio device.
If it was a Android phone I would have said normal behavior  :) .

This also means WASAPI/Exclusive can use 48 only.

Cannot do much here I think. I am going to clean reinstall windows tomorrow and see if it fixes the problem. Thanks for the help.
That seems a rigorous step if the only issue you have is this audio one.
What you could try first:

Enter the bios of your laptop at startup. Check if there are any audio settings you could change.
Chances are very slim on that, but you never know.
Check if there is a newer bios for your laptop. It could solve some known issues.

Completely remove all audio- and sound related drivers and entries under Device Manager.
Restart the laptop and let Windows automatically find drivers online.
If that doesn't improve things, find the audio drivers for your laptop on the HP website.
And as a last resort, find out what brand and model audio chip your laptop has exactly, and find a driver for it on it's manufacturers website.

Is it the same when you look at speaker settings?

I recall 20yr. old SoundBlaster PCI cards only supporting 48 and not 44.1 kHz.
But isn't that weird for a brand new laptop with a Realtek chip?
(it's a pity the OP hasn't been able to give us the exact model audio chip)

It is.
Normally 32-192 kHz is supported and over the USB even higher.

That option is greyed out with 48k 24 bit selected.

Okay, I do remember seeing a diagnostic software show some Soundblaster thing in my laptop. I forgot what software it was called.
I found the audio hwid though - HDAUDIO\FUNC_01&VEN_10EC&DEV_0285&SUBSYS_103C87B1&REV_1000
realtek driver - 6.0.9018.1 (UAD) laptop model - Hp pavilion 15-ec1052ax

Trust me. I tried every solution as you had suggested. Nothing changed. Will have to do a clean reinstall.

If you can do an actual clean Windows 10 install it's likely to solve it.

If you re-install by means of some HP image for your laptop, you will again have all HP's bloatware, and possibly so-called audio-suites and additional audio software on your laptop.
Which may or may not be the cause of your issue.
So an actual clean install would probably be good.
