Remove/Add End Silence

As we all know, many songs have a various amount of silence at the end of the track.
What I am trying to achieve is remove end silence, then add 2 seconds of silence.  That way all of my songs will have
the same duration of silence at the end.
This is not working as expected.  I have checked Remove End Silence, then checked Add Silence To The End of Each Track. (I chose 2 seconds)
When a track finishes playing it switches immediately to the next, ignoring the silence I added.

Just wondering if this has ever been addressed.
No matter what value I set the Add Silence to, the next track plays immediately.
I've searched the forums for this issue and there are other users asking the same question.
Basically what I'm asking, is does this setting actually do anything?

I've tried all combinations of Remove Silence and such.  No difference.

Does it happen when your output is set to wasapi-exclusive?

I'm using Shared at this time.  I haven't tried Exclusive yet.
