Here are the steps I took to produce the inconsistency
1. Album is in Inbox
2. Select All Files in Album -> Right Click -> Edit
3. Click "Rename" at the Top
4. Organize The Files
5. Right click artwork -> Save To
The folder that comes up is the last folder I saved artwork to, not the folder that the selected files were just organized to as I'd expect
If you close and reopen the editor, it wants to save to the correct folder
