3.3 Restore up/down problem

Not sure if this is a bug/intentional or if there is a setting somewhere to fix this. When I retsore full window down and then restore up again, the panels (most annoyingly, the Art panel) don't restore to previous position and have to be reset manually.

If the unmaximised size is too small, panels will be compressed. And when you maximise again, that can mean the layout doesnt always return to exact same size. The only thing you can do is change your layout so this doesnt happen
