I see this has been raised before, way back in 2014: https://getmusicbee.com/forum/index.php?topic=12579 - but received no reply. I think it's a serious enough flaw to qualify as a bug, as it often results in failed downloads due to timeouts when more than a few episodes are downloaded at once.

The "maximum simultaneous downloads" setting should apply to all downloads, including podcasts. Files in excess of the limit should be queued so they won't time out.

I moved your 'bug report' to this Wishlist forum.

If it were 'serious enough to qualify as a bug' more users would have chimed in on the original Wishlist post. But obviously there are very few users who are concerned about this.
Download the latest MusicBee v3.5 or 3.6 patch from here.
Unzip into your MusicBee directory and overwrite existing files.

The program is not respecting one of its settings, and this behaviour is causing errors. In my view that's a bug, regardless of how many people are bothered about it. Either way, it's certainly not desirable behaviour.
