Win7 ProcessBar Support

i've had a look at the process bar plugin and it looks like i would need to enhance the API for it to work with the compact player.
I will do this for MusicBee v2.2

I'm bumping it after such a long time purely because there is another similar plugin (called Taskbar Progress) listed on the main site, but it's always a static green and doesn't have support for showing whether the track is paused (yellow overlay) nor stopped (red overlay), making this plugin far superior.
