a way to match .mp3 with a text file and rename mp3s

anyone know of a way to  take a folder of mp3 scan and match  to a text file 

i have some folders from albums that do not have all tags  file names have no track # albums are not in MusicBrainz Picard... 
I have found track listings  on the web .. so would like th scan and match from text file

If you normally use Picard, I suggest adding the info to the musicbrainz database so that it's there of you need it again.  If you haven't edited on musicbrainz before, I'm happy to help.
