BASS_ERROR_UNKNOWN error

I'm using rev 3.0 with rev 3.1 patches, on Windows 7, attempting to open a radio stream.  Sometimes it opens, many times it fails to open and gives this error:  unable to open stream (error=BASS_ERROR_UNKOWN).   How can we fix this?

all working fine for me. The only suggestion i have is to get the bass_aac.dll plugin
