where is the filter menu?

I have looked everywhere that I could find to look. I want to filter what is shown on a tab, but I can find no way to do this other than using the search box everytime I open musicbee.

there are many ways you can filter. I suggest you have a look at the wiki:

Your first option is using library filters. On the left sidebar (navigator) right-click on the "Music" -> "New Filter" and then edit created filter (or "Filters" -> "Manage Filters" if "Show Filters" is unchecked).

Your second option is using column browser. On the "Panels configuration" screen drag "column browser" from the "available elements" to the "main panel".
