Add "Quick Settings" drop-down menu

Did you remove "Arrange Panels" & "Show Left Sidebar" commands under View menu when this was implemented? I can't find them either from 3.0 or 3.1.
If so, I don't think that's a good idea. The commands were for new users who can't find out Configure Layout button to change the layout and they would be still useful as quick settings too are located under the same button. If there were other changes regarding this that I didn't notice, please let me know. If not, hope you reconsider it.

Quick settings menu allows to show both menu bar and tabs bar in caption bar causing UI overlap, which is not possible through panel layout dialog.

It's still possible if you first set tabs bar to caption bar and then set menu bar to the same caption bar.
