Play counts sync?

I have searched but I cannot find an answer to this.

How does play counts syncing (2 way) work? If play counts aren't saved in the file, how are they transmitted to the song? Which players support updating play counts?

for android phones 2-way sync seems to be not working at all and Steven might remove this option for them.
