When creating a new library filter, there are some steps involved that could be simplified.
First you right click for 'new filter'.
Then you have to right click the new filter again to give it a name.
Then you have to right click that again to set the rules.

It would be a little more convenient when you right click to create a new filter, a panel would open where you can set both the name, the rules and then close and save that.

Amazing discoveries pt. ...

Today I discovered there is a mechanism that does this, but it is buried a bit.
(file > library > manage filters)

Could this same panel get presented when you right-click in the left navigator panel to create a new filter?
Currently you still have to perform three separate actions to create a new filter and complete it that way.

New Filter is now one click
https://getmusicbee.com/patches/MusicBee34_Patched.zip

also the filters are accessible from the tab header for Music tabs, so you don't have to have the left navigator open to operate with filters
