So I'm trying to start off with a clean slate and I want to re-rank everything by REMOVING ALL ranking/star tags. Is there a way to do it without going song by song or album by album? I've been searching for 2 days w/no luck.
Any help is appreciated.

You have a couple of options:

1. Use the Remove Tags feature under Tools > Tagging Tools

2. Use the Tag Inspector

Either way, select all tracks and then delete the POPM tag.

That's the thing. It won't let me do either if I select all. There is no POPM tag in the remove option and the tag inspector won't open at all.
It works if I select specific tracks or albums, but not if I select all.
Some of the tracks have no rating, would this be a cause?

That can happen with Tag Inspector if the files are two different formats.  So if you have MP3s and FLAC, for instance, you may have to separate them out by type.  Don't know if the same applies to "Remove Tags".
