Auto-Playlists: Expected Behavior or Bug?

When I create an Auto-Playlist, it is placed alphabetically towards the top of the playlist list.  For example, a 'blues' auto-playlist sits above Recently Added.  Static playlists I create are placed, also alpha, lower down in the list, starting directly beneath the Top 25 Most Played auto-playlist.  Is this the way it's supposed to be?  Is there no way to get a user-created auto-list into the alpha section below?

I thought there was a "sort playlists by type" option that you could uncheck, but I can't find it now.  Does anyone else remember this?
