how to make visualiser look like that , does anyone know?

I clicked the link in the first post, but mediafire says that file was last updated on 2016-10-08.

MB 3.0 was available long before Oct 2016 and skins made with 3.0 in mind will work on 3.1.
Have you downloaded this and tried it?
Download the latest MusicBee v3.5 or 3.6 patch from here.
Unzip into your MusicBee directory and overwrite existing files.

MB 3.0 was available long before Oct 2016 and skins made with 3.0 in mind will work on 3.1.

Yes, I downloaded the file from October and it's working good.
I only noticed that Iasc posted on March 5th that there were some minor changes, so I thought the skin had recently
been updated.

If what you downloaded was after March 5 you probably have the minor updates. Typical behavior of those who create skins is to keep the link the same even though the file has been updated.
Download the latest MusicBee v3.5 or 3.6 patch from here.
Unzip into your MusicBee directory and overwrite existing files.
