In hiccup's Sample Skin the are a group of elements:

 <element id="ElementPanel.ScrollBar.Lowlight" bg="190,210,191" bg2="190,210,191" bdr="150,100,30" />

Are they obsolete how do you get to an ElementPanel? I've but so far without success

They are used as overrides for: Artist Bio panel, Track Info panel, and Lyrics panel
