Title: incorrect time zone for playlists synced android phone, always synced.

When I sync the playlists from windows 10 to my android phone, the file modified date of the playlists is in UTC, six hours ahead of my time zone (UTC-6) . Also all the playlists are synced every time even if there are no changes.

The file modification time is set by the operating system on the device, not by musicbee. Playlists are synched every time by musicbee
