Title: Make scrollbar in' Edit Preferences' panel skinnable

The scrollbars in Edit Preferences->Layout(1) & Edit Preferences->Internet would appear to be, to the best of my knowledg,e the only scrollbars on panels in the app that are not skinnable.  Would it be possible to make them skinnable or inherit them from the Panel.ScrollBar settings?
