For most skins I don't require the decorative lining that bdr of id="InputPanel.Default" sets.
(while it's called 'InputPanel, it shows in many panels such as prompts, help: about, etc.)
But for the tag editor, I sometimes do wish to use a lining since it can be functional there, not decorative.

To be clear, I would like to set the border for the tag editor, but not for panels such as the one above.

A complication in accommodating for this could arise with the floating tag editor.
There the element is both decorative and functional.

If possible, it would be nice if it would set the same lining as for the docked tag editor, so only the top horizontal line and the active tab border.
