Title: shortcut to open Virtual Tags configuration panel

Considering how frequent I am messing around with virtual tags, it would be nice to have a shortcut available that directly opens the 'New Custom Tag Definition' panel.

A polite bump.

It would really be helpful considering how often I am messing about and testing virtual tags. (often for the purpose of helping other users)
This would save my fingers from quite some strain.

When opened this way, the panel does not remember its previous position.
Could that be changed?
