Title: New bass.dll in latest MusicBee 3.2 patch

Hi Steven,

I noticed that you have added the 2.4.13.2 version of bass.dll to the 3.2 patch--would this be an appropriate optional update for 3.1 as well?  I have held off on dropping this version into 3.1 since it came out at un4seen as I was uncertain of any dependencies it might break vs. possible improvements.  Have been waiting on moving to 3.2 until the expert testers here have had more of a go at it.
