Title: Support for "Rebuild Artwork Cache" command

As currently only "Reset Artwork Cache" command is available (Tools> Advanced), it would be great there's "Rebuild Artwork Cache" command too. It will be used right after clearing artwork cache or resizing artwork in artwork view to avoid laggy scrolling without having to  manually rebuild the cache moving the scroll bar up and down and wait until all the missing artist pictures get downloaded.
