Title: Any way to detect changes made to playlists?

Is there any way for a plugin to detect when changes are made to playlists (playlist creation, deletion, update, etc.)? I am working on a plugin to automatically sync playlists to various music services (Google Play Music, Spotify, etc.)

Looking at the list of NotificationTypes, it doesn't appear that there is a way to do this.

not with the current API. I could do something for static playlists for v3.1 at a future date
