You need to drag to the main panel, or drop them on top of the playlist you want to add them to. If you want a new playlist, drag them to the top until it says it will make a new playlist.

Are you running MusicBee with administrator privileges, by any chance?

It definitely won't work with admin privileges, that's blocked by Windows. I'm stumped, hopefully someone else has an idea.
